Assuming that you're travelling there for the holiday or something, yes, you could absolutely download apps for your iPhone with an iTunes gift card, regardless of where you are in the world. However, you have to sync the apps that you download onto an iPhone, iPod touch or iPad if it's not your computer that you're going to download the apps on to.
To put it plainly, yes, but if you want the apps to transfer back over to another computer, they have to be stored on an iPhone, iPod touch or iPad, and then synced with your own computer back home, at which point they'll transfer from the iPhone, iPod touch or iPad back to your computer and they'll be yours :)
