Illinois residents who received gift cards this holiday season may be able to redeem them for cash even if the gift cards expire, Illinois State Treasurer Alexi Giannoulias said today.



The Treasurer’s Office is holding more than $5 million in unused gift card balances for Illinois residents.



Giannoulias’ announcement comes after a record year in gift card sales and in advance of a new law which aims to make gift cards more consumer-friendly. As of Jan. 1, gift cards must not expire for five years after issuance and cannot charge fees which diminish their value.



“In Illinois, gift cards never stop giving,” Giannoulias said. “Even when gift cards expire, consumers can recover their money from the state.”



Owners of expired gift cards can search for their refunds on the state’s unclaimed property database at www.cashdash.net or call (866) 458-7327. Even if a name isn’t listed, the state may still have a person’s unused balance.



Most gift card retailers do not record the name or contact information for the purchaser or recipient. The unredeemed balances come to the state marked as “owner unknown.” In such cases, the purchaser or recipient must file a claim with the Treasurer’s Office using the serial number on the expired gift card.



Unfortunately not all retailers who do business in Illinois send unclaimed gift card balances to the Treasurer. Unused gift card balances are sometimes remitted to the state where the retailer is incorporated. That’s one reason why the new gift card law is a win for Illinois consumers, said state Rep. Jack Franks of Woodstock who sponsored the legislation.

“Our goal was to put an end to the gift that keeps on taking,” Franks said. “That money needs to stay in the pockets of consumers.”



An estimated $8 billion in gift cards went unused in the U.S. in 2006, according to TowerGroup, a research firm in Needham, Mass.



Similarly, a recent Consumer Reports National Research Center survey found that 27 percent of adults who received gift cards during the 2006 holiday season had not used one or more of them nearly a year later. That is an increase from 2005, when 19 percent of consumers had one or more unused gift cards.



Over one-third of those respondents said they didn't use the cards because they either forgot about them, lost them, or the cards had expired, according to Consumer Reports. More often, people said they didn't have time to shop or couldn't find anything to buy.

Still, gift cards remain wildly popular. TowerGroup projects gift-card sales will top $100 billion in 2008, compared with estimates of $80 billion in 2006.



“Gift cards are king. Illinois laws make them all the more appealing to time-pressed shoppers,” said Lynda DeLaforge, co-director of Citizen Action Illinois.



The Consumer Reports survey found that 62 percent of consumers planned to give gift cards in 2007. They were the most-wanted gift among women and ranked third with men.



“When it comes to gift cards, it is buyer beware,” said Jack Gillis of the Consumer Federation of America. “Illinois consumers can be thankful for a new law that protects their pocketbooks when it comes to gift cards. Banning fees and insuring that gift cards are good for at least five years will go a long way to insuring that these cards really are gifts and not overpriced sales gimmicks.”

A straw purchase would be where someone buys a gun on another persons accord because that person can't for whatever reason. So if you for example gave someone your money to buy the gun for you that would be a straw purchase. Buying a gun for others is ilegal and can land both people in prison for 10 years. Buying a gun as a gift though is not illegal so long as the individual who is getting the gun is not using their money and could legally buy it themselves. So by the core of your question it is not a straw purchase.

However you are not 18. But you are of immediate family. Transfers are different when it comes to immediate family. So at 16 you can possess a firearm but until you are 18 it would still legally be your fathers. And when you turn 18 you can take ownership of it. Possession and ownership are not the same in this regard. You can use it, you can keep it in your room and so on but if you move out before you are 18 you cannot take it with you. You can hunt on your own with it but you cannot go out to the range or plinking alone. At least not until you are 18.

What's the deal with gift cards and sales tax?

If the person I give it to, goes to Apple and buys something for $100, they would pay sales tax in cash, right?
Okay, but what if the item they buy is $95 and the sales tax is 5%? That comes out to $100. So in this case, the gift card could cover the sales tax right? So confusing...

I used to own a teacher store and we would make up gift baskets to themes that are covered in each grade. Our baskets would run anywhere from $10 to $50. I would try to include a book to read aloud to the children, a teacher resource book (Teacher Created Resources makes really nice theme-based books at the early childhood level), something hands-on like a game or puppet, perhaps a fun notepad or accent decoration or stickers, and something just for the teacher like a bookmark, gift certificate, etc.

Example: If your theme is ice cream, you could put in a book about how ice cream is made, a TCR book on ice cream, an accent packet of ice cream cones, and a $5 gift certificate to DQ.

If you are located anywhere near a medium to large city, there is probably a teacher store--or order from one online. Ask your child's teacher what themes they will be covering in the spring. For the top of the basket, have your child help you make a heart-shaped card that says something like, "I love my teacher because she makes learning fun."

Teachers loved these because they were useful and fun at the same time.

Grandma and my grandma before me, did that. So are the future grandmothers. We've tired everything else, but plucking never goes out of style.

Do you know how much hair you got? That will cost a lot of money!!!!

I used to do this when I was little, but it would probably still be a well received gift. I'd make up a bunch of coupons for around the house stuff, like- this coupon is good for one night of washing dishes or weeks worth of laundry with no whining, or for making dinner or watching a sibling, or a family game night instead of going out with friends. If you have any cash at all, flowers are usually safe, or even a 10 dollar gift card somewhere for them to go on a date. They know you don't have lots of cash but they might like the idea of a date. I used to put the coupons in a vase or cup or staple them to a vase I made out of construction paper along with some paper flowers. If you have siblings or someone who might like to help you with a present you could always combine forces and buy them something, but if not- homemade and sentimental is usually a safe route to go.

I am a sophomore in high school, and my boyfriend is a "junior" graduating early.. So technically a senior.. Choose 12 things that mean something to you both and your relationship. These could be a country or a place that you went to for a vacation. Choose small gifts that are relative to these. i.e. a bracelet from somewhere you plan to go in the future or a hamper of foods from the first restaurant you took her to. Give her one of the 12 gifts on each day of Christmas.

Make tokens for 'action' gifts. You could have a token for a foot massage, a token for you cooking her dinner etc.

Collate some pictures of the two of you together and make an album of your past. Then, create an album for your future - put in pictures of places you want to take her and things you want to do with her. These can be of countries, towns, restaurants, games you want to play. You can even put in pictures of the house you want to live in with her and the car you want to drive her around in.

If you can't be with her, arrange a day at a beauty spa for her and a her friend. If the credit card company is not able to confirm your address, then you may be asked by PayPal to complete their Expanded Use enrollment process in order to activate your credit card.

Expanded Use verification means PayPal will charge your credit card a small about. Next to the charge will be a unique, randomly generated 4-digit Expanded Use code. If you have online access to your credit card activity, the charge and code will appear on your card activity in approximately 2-4 business days. If you do not have online access, you must wait until you receive your statement in the mail to get the 4-digit code. If you are adding a debit card to your PayPal account, your 4-digit Expanded Use code will be printed on your bank statement next to the charge.

Once you get the 4-digit code, you have to return to your PayPal account to enter the code per instructions from PayPal. Once completed, and PayPal confirms that you entered the correct code, you will now be able to use the card for PayPal transactions. The Expanded Use verification process is designed to protect you against fraud by verifying that the person attempting to use the credit card actually owns the card. PayPal will later credit the amount charged to your card to your PayPal account.

Now, here lies the problem with using prepaid or bank issued gift cards. If PayPal is unable to verify your address with the gift card issuer, then you may be asked to go through the Expanded Use process. Since most prepaid gift cards do not issue monthly statements or provide online access to gift card transactions, it will be impossible to complete the Expanded Use process. Also, it is not a good idea to call the credit card or gift card issuer to get the 4-digit Expanded Use code. If PayPal receives a complaint from your card issuer that you called them to get the 4-digit code, PayPal will close your account permanently.

So, the first step to attempting to use a prepaid gift card on PayPal is to make sure the name and address (billing address) on your PayPal account matches the name and address on file with the gift card issuer. If you just purchased your prepaid gift card, call the card issuer and add your name and address to the card. If your information (name and address) has changed since you registered your card, call the card issuer or go online and update your information before you use the card on PayPal.

Once this is done, you just have to hope that PayPal is able to successfully verify your address with the gift card issuer. If they are able to verify your address, then you are all set. If they cannot verify your address with the card issuer, then you probably will not be able to use that gift card on PayPal.

Gift ideas for my brother?!?

He doesn't play any sports but he's really into fashion. However, I can't get him clothes because he won't wear anything that he doesn't pick himself.

He doesn't really have hobbies either.

Quick Banana Chocolate Chip Bars

1 Medium Ripe Banana, peeled
1 Cup Whole Wheat Flour
¾ Cup Brown Sugar, packed
1 Teaspoon Baking Powder
½ Teaspoon Ground Cinnamon
¼ Teaspoon Salt
1/3 Cup Olive or Vegetable Oil
2 Tablespoons Milk
1 Teaspoon Vanilla Extract
1 Egg
¼ Cup Chopped Nuts
½ Cup Chocolate Chips (or what feels good)

Preheat oven to 350 degrees. Spray small rectangular or 9x9 square baking pan with non-stick spray.

Chop or mash banana. Combine with flour, brown sugar, baking powder, cinnamon, salt, oil, milk, vanilla and egg in large bowl. Stir in nuts and chocolate chips to this mixture OR save them to add as topping, sprinkling on top of mixture after poured into the pan. Bake for 25-30 minutes.

Isabellas (Oatmeal Cookies)

1 cup butter
1/2 cup sugar
1 tsp vanilla
1 1/4 cups flour
1 1/2 cups oats
Dash salt, optional
Powdered Sugar

Cream butter and sugar until light. Mix in vanilla, then flour, oats and salt. Chill thoroughly, about ½ hour in the refrigerator. Shape into small balls and place 2 inches apart on an ungreased baking sheet. Flatten with a fork, crisscrossing. Bake at 350 degrees for 12-18 minutes (depending on your oven). Sprinkle with Powdered Sugar

So i figured out the perfect gift for my boyfriend/fiance person lol.
I want to get him an mp3 player and load it with a lot of audio books for him, but the problem is that i cant think of many good books, or less expensive ones to get for him. I know that hes a big fan of stephen king, and he liked the harry potter books, and he likes hero books (im guessing any classic good vs. evil types) with an epic hero or something. Hi! I'm new to the Toronto area and I am looking for a unique gift for a coworkers birthday, she likes fashion that's from other countries and basically likes anything that's one of a kind. Her house is filled with all these small curious and trinkets that are from all sorts of countries. I would like to know which stores/malls I could go to anywhere near Toronto that would have somethings that are unique. Any suggestions?

To be honest Toronto is a city without its own identity: it is sort of a mish mash of other peoples identities, so you end up with very generic Toronto sweaters or something with the Toronto skyline. You can get some generic Candiana products like maple syrup or things to do with the beaver as well.

My recommendation for something really unique and extremely artistic is to look for some of the Native Canadian artwork. There are a few stores here and there, as mentioned above, but I do not know where the really nice stuff is. So, I recommend you check out the Native Art Museum (Bay of Spirits) downtown and perhaps they will have some stuff there to buy in addition to a nice museum, OR they could point you in the right direction.

Well.. 1st off, is your friend a boy or a girl.. because both sexes have different prefences on gifts :p

Boy:

if he has a car- maby a Satellite Radio-their not as expensive as you think, usualy around 30$ and he would love it.

if no car then it all depends on his interests. when you posted this question you should of included what sex the person was, and what interestest they have, it would make things alot easier for people answering your question.

Same with if its a girl, sorry i couldnt help, if i knew more about them i would be able to suggest better.=/

surprisingly, a lap dance would not have made it to my list at all!

he is your friend, so you know, but a money clip is pretty cumbersome and I can't imagine a guy pulling out his wallet and having it say "Bob"

I love the idea of something personalized.

Would he wear a chain with something like a dog tag on it (I was going to say a charm but that sounds girly .. but you know what I mean!)

Or what about something that represents an activity you share or he likes? A classic baseball in a case and have a brass plaque affixed, or bookends with a plaque, or a piece of art.....? Basically something he will want to keep for a long time (I have done that and had the plaque made at keyman and they are self adhesive)

visa vanilla gift card run as credit?

so i'm starving and haven't eaten all day and have no money (college student) anyway i'm gonna be up the rest of the night studying for finals so i need to eat. i have a visa vanilla gift card and last night i had no money on it but was able to buy food by running it as credit, i did it accidentally. would it be able to work again?

Those cards are run as "credit" because they don't come with "pin" numbers. Debit cards need pins, credit cards don't They are backed by Visa so they run as a Visa credit card..

I am a teacher, and I hate to say it, but most of the items kids give their teachers for Christmas wind up being thrown away or sent to the Salvation Army....

I truly do appreciate the gifts families send to me, and it means an awful lot that they sent anything - they certainly don't have to. I love a sincere note written by the child's own hand, honestly. I have several of the sweetest notes given to me by students; I save them, and on a bad day, I take them out and remember why I became a teacher in the first place.
That said, the gifts I have received, used and really appreciated have been the gift cards. With a gift card, I can buy something I need or want. My favorite gift cards are those to book stores, because I can use them to buy more books for my classroom library. I spend hundreds of dollars a year on my classroom, buying many books as well as other supplies, for my students. My kids are THRILLED when I bring in a bag of books from the book store, and they have sign-up sheets to decide who gets to use each new book first, second, third, etc. I know it sounds silly, but if you give me a gift card to a bookstore, I'll probably re-invest that money right back into your child, by getting a book he or she would enjoy reading.

The mugs, ornaments, stuffed animals, etc -- I appreciate the thought, I really do, but I don't have room for all that stuff. I don't eat chocolate, and I don't want food, because I'm overweight as it is! LOL - So, honestly, a note of appreciation is perfectly acceptable, and beyond that, gift cards are probably the most useful.

By the way, I have 27 students, and expect to receive, oh, perhaps 3 "purchased or monetary" gifts from students. I work in a very impoverished school area, which makes my heart break when I receive a gift I do not need from a child whose family I know struggles to make ends meet.....I'd rather those parents spend the money to make the child's holiday special..... I frequently get pictures colored by a child, or hand-written notes, or even crudely child-made decorations for my home. I love that the kids thought about me and spent time making something for me. I always make sure to mail a handwritten thank you note to every child during holiday break, whether the gift was a crayon picture or something rather expensive.
