I know that some Visa gift cards need to be registered before they will work online, and I know you're supposed to contact the ''issuer'' to do that. Would a Visa Gift Card from a gas station have an ''issuer'' that I could register with?
Let me know If you've actually done it; bought a gift card from a gas station or walgreens and you registered it and used it online.

The gift card packaging should have directions on it. I just purchased a Visa gift card the other day and registered it at mygiftcardsite.com, as described on the back of the package, and have since purchased several movies from online without any problems.

Can I use a gift-card to purchase something online ?(for example if i have a gift card from JCpenneys,can i use it to buy something on their website?)

It depends on the company. The answer to JCPenney is yes... the gift card should work both in-store and online. Look at the back of the card; it should specify the rules.
