I assume this is the Liberty Pass from Pokemon Black & White?
It was distributed wirelessly as a gift but only during late 2010 to early 2011, so there's no point trying to get it as a mystery gift at this time.
Some gifts can be shared, one person with it can give it to another using the Wondercard option but sadly you can't do it with the Liberty Pass, sorry.

-load up game
-go to mystery gift
-select one of the options til you get the liberty pass(today is last day to get)
-go to the 3rd gyrm city
-go to the docks to the farthest left
-talk to the sailor about going to liberty isle
-go southeast to the building
-catch victini
