Great Gift! He will love it. It looks like it has good features and is very complete but if I were you I would try to find a similar one from a well known brand because if you are already spending money buy him a good one.
I'm sure he will like it and will be useful anyway but he can cut himself or even maybe get an infection if the blades are not made with pure steel can ignite his skin or something else. Other than that his skin won't be so smooth after the shaving.
Make sure to buy him a nice card!
