Should the woman wait until he gives the Valentine gift FIRST before giving him the gift?
How about if he doesn't have the Valentine gift, wouldn't that make her look stupid?

Gifts are from the heart. If you brought him a gift, I would present it to him. If he didn't bring you one, he will feel bad enough without having to say anything. I wouldn't say anything at the moment, but the next time you are together sitting quietly I would tell him that it was disappointing to you not to be recognized as special on Valentine's Day. Ask him why he didn't bring you a gift? If he says because of money, ask him why he didn't make a plan to take you on a lovely walk, make you a card, plan a dinner for you that he made. There are a lot of things that can be done that do not cost a lot. We all have to eat, so purchasing food for a meal isn't an added expense. Don't ever feel stupid for gifting someone. That comes from the heart.
