I'm a little low on cash, and wondering what to send him. He likes chocolates, bikes (doesn't have one yet :)), buys all his own groceries and stuff and is a student.

I don't think supermarkets like Tesco and Asda do vouchers. You could always buy him a few of his essentials like chocolates, tea, coffee, nice crisps, biscuits then put it in a cheap Christmas bag so he won't have so much to buy when grocery shopping.

I am not aware of any for milk but you can get vouchers for boots, tesco, ASDA etc which can be used to buy milk.
The old milk vouchers from the benefits could be exchanged for various milk from baby clinics but these have now been replaced by healthy vouchers that can be used for formula milk under 1 year of age and cows milk or fruit/veg over 1 year. If you go to your local baby clinic they may have vouchers you can buy to exchange for milk.
