We noticed someone moving into the house next door over the weekend. With the cold and the snow, I set out and purchased some soups, warm drink mixes, and cookies, because these seemed like nice things to have while unpacking. I tried to include a variety of foods to account for food allergies and preferences. I have also been told that some people are afraid of home-cooked meals from strangers, so I chose foods from Whole Foods and a homemade candle.
Now, I have not seen anyone their, except for after 10:00. What guidelines should I follow? We are up late and would be happy to go over and make a quick delivery (two adults), but we do not know if it is appropriate to knock late at night or if the only light that is showing is an upstairs television. What if that is the only comfortable room right now? Can I leave a note to call me? I wanted to be polite, but this is feeling awkward now. Please advise.
Some of what I bought is perishable in order to provide convenience and comfort. It appears as though we only have one neighbor right now and he came home this morning in his work truck, but did not answer the door - he came home around 9:30 and we got there within a half an hour. I suppose he was resting or preparing to rest. He left in his work truck about an hour ago. Sadly, the things I bought cost me more than I could afford the first time and I had to drive a half an hour to buy them. The two of us could really only make an evening visit together and I think his hours will be very unpredictable.

You sound very sweet. I would just hold on to the gifts until you see someone over there during the day. There is no rush, let them settle in a little bit.

I looked up 1800 flowers, but they only have flower arrangements for an occasion

What about a gift hamper? They are often delivered same day or next day, and I think most would accept a credit card payment from the US.
